We are pleased to announce the signing of a contract with IDOM, an international engineering company, to lead the FEL 2 phase of our industrial project in Fos-sur-Mer. This milestone marks a significant step toward the construction of our first low-carbon iron production plant.
A key step to secure the project
Following a global tender, we chose IDOM for its proven expertise in large-scale, complex projects. The FEL 2 phase, scheduled for 2024, will include:
- Developing detailed engineering work
- Supporting the selection of original equipment manufacturers
- Advancing the permitting process
- Refining CAPEX and OPEX estimates
- Updating the risk assessment program
- Providing information for financial stakeholders
- Consolidating strategies for the next stage, FEL 3
This phase is critical to prepare for investment decisions and ensure optimal conditions for project execution.
Plant commissioning in 2028
Construction is planned for 2026, with commissioning in the second half of 2028. The plant will produce 2 million tonnes per year of low-carbon iron (DRI/HBI) using hydrogen generated on-site. This intermediate product will supply steelmakers committed to green steel production.
IDOM’s international reach and expertise in large-scale projects are invaluable assets for the development of our engineering. This collaboration marks the concrete start of a phase that will ultimately lead to the construction of our plant in 2026.

A strategic partnership for energy transition
This project reflects our ambition to become a benchmark in low-carbon iron production and contribute to the decarbonization of the steel industry, which accounts for 8% of global CO₂ emissions.
