GravitHy, Elyse Energy and Marcegaglia have signed a Memorandum of Understanding (MoU) formalizing their shared ambition to explore and develop industrial synergies within the Fos sur Mer industrial-port area. This strategic partnership represents a key milestone in the emergence of a major low carbon industrial hub at the heart of the môle central of Fos sur Mer, France’s second-largest industrial zone.
Three flagship projects driving Europe’s industrial decarbonization
The three companies are developing complementary industrial projects that will contribute significantly to Europe’s low‑carbon transition and industrial sovereignty:
- GravitHy is developing a low‑carbon iron (HBI) production plant with a capacity of 2 Mt/year by 2030, enabling a reduction of around 90% of CO₂ emissions compared to conventional steelmaking processes.
- Elyse Energy, through its NeoCarb project, aims to produce and distribute low‑carbon molecules such as e‑methanol and e‑SAF from 2030 to support the decarbonization of maritime and aviation sectors.
- Marcegaglia is advancing the Mistral project, a modernized production unit for low‑carbon steel that will achieve over 90% reduction in greenhouse gas emissions starting in 2028.
Together, these projects create a unique, integrated and low‑carbon industrial cluster.
Four strategic cooperation pillars
The MoU establishes several thematic working groups to identify and assess potential synergies, ensuring full compliance with competition rules:
- Joint road and rail access management
- Shared use of Marcegalia’s rail terminal (ITE)
- Study of a common governance model for rail infrastructure
- Capture and reuse of CO₂ from Marcegaglia processes for Elyse Energy’s synthetic fuels
- Synergies around utilities (water, electricity, gas)
- Heat and steam complementarities
- Assessment of a shared electrical energy storage platform
- Safety, security and fire protection
- Access control and site surveillance
- Shared amenities (canteens, accommodation)
- Shared transportation and shuttle services
- Shared information related to environmental permitting
- Coordination of avoidance, reduction and compensation measures
- Harmonization of environmental and biodiversity studies
- Potential development of a joint Internal Operation Plan (POI)
A strong commitment to territorial cooperation
This agreement aligns with the broader regional approach initiated through the “Fos Berre – Un avenir industriel en débat” consultation. The three companies reaffirm their ambition to strengthen industrial performance, minimize environmental impact and accelerate the development of a leading European low‑carbon ecosystem.
